New Parliament House: Symbol of Indian Democracy
Learn the constitutional meaning of Parliament, the location, architecture, seating capacity, chambers, six gates, Constitution Hall, Sengol, sustainability features and important examination facts about India’s new Parliament House.
It is important to distinguish the institution from the building. Under Article 79 of the Constitution of India, the Parliament of the Union consists of the President and two Houses—the Council of States or Rajya Sabha and the House of the People or Lok Sabha. Parliament House is the building in which the two Houses conduct most of their proceedings.
Quick Facts at a Glance
1. Constitutional Meaning of the Indian Parliament
Parliament Is More Than a Building
Article 79 states that there shall be a Parliament for the Union consisting of the President and two Houses known as the Rajya Sabha and the Lok Sabha.
The Rajya Sabha is the Council of States and functions as the Upper House. The Lok Sabha is the House of the People and is the Lower House, whose members are directly elected by voters.
The Parliament building is therefore the physical seat of the legislature, while constitutional authority comes from the Constitution of India.
2. Location and Legislative Enclave
Central Vista, New Delhi
The new Parliament House is situated at Plot No. 118 in the Central Vista area of New Delhi, adjacent to Samvidhan Sadan.
The new and former Parliament buildings, Parliament Library, Annexe buildings and other parliamentary facilities together form the wider Legislative Enclave.
It is described by the Central Vista project as the first purpose-designed Parliament building for independent India.
Plot: 118
Adjacent heritage building: Samvidhan Sadan
3. Why Was a New Parliament Building Required?
Capacity, Safety and Technology
The former Parliament building was completed in 1927 as the Council House for the colonial legislature. After independence, it was adapted for the bicameral Parliament of India.
Over time, the building faced limitations relating to seating capacity, modern communication systems, office space, accessibility, fire safety, seismic standards and increasing parliamentary activity.
The new building was designed to provide larger chambers and accommodate the possible future increase in parliamentary membership after delimitation.
4. Design, Shape and Built-up Area
Triangular Plan
The new Parliament House has a triangular architectural plan. The design makes efficient use of the available plot and creates distinct spaces for the Lok Sabha, Rajya Sabha and central courtyard.
Government project material gives the building an approximate built-up area of 64,500 square metres.
Public Government documents have sometimes described the building as three-storeyed and elsewhere as a four-storey structure, depending on whether the ground level is counted separately. For examination purposes, the triangular shape and built-up area are more reliable facts than floor-count terminology.
Built-up area: Approximately 64,500 square metres
5. Architect and Construction
HCP Design, Planning and Management
The design and Central Vista consultancy work was awarded to HCP Design, Planning and Management Pvt. Ltd. The architectural team was led by Dr Bimal Patel.
Prime Minister Narendra Modi laid the foundation stone on December 10, 2020. Construction proceeded during the following years, and the building was dedicated to the nation on May 28, 2023.
The Government’s announced project estimate was ₹971 crore. This figure should be understood as the published construction estimate and not automatically treated as a final audited expenditure figure.

6. Lok Sabha Chamber
Peacock Theme and 888 Seats
The Lok Sabha chamber is based on the theme of India’s national bird, the peacock.
It has seating for 888 members. For a joint sitting of both Houses, the Lok Sabha chamber can accommodate up to 1,272 members.
The chamber includes digital voting and communication systems, modern audio-visual infrastructure and individually equipped desks for members.
The Sengol, a ceremonial sceptre associated with righteous governance, is installed near the Lok Sabha Speaker’s podium.
Normal seating capacity: 888
Joint-session capacity: 1,272
7. Rajya Sabha Chamber
Lotus Theme and 384 Seats
The Rajya Sabha chamber is based on the theme of India’s national flower, the lotus.
The chamber has a seating capacity of 384 members. The earlier claim of 300 seats is incorrect.
The chamber incorporates modern legislative technology, accessible circulation and artistic motifs based on the lotus.
Seating capacity: 384
8. Constitution Hall and Democratic Heritage
Constitution at the Centre of Parliament
The building contains a central Constitution Hall and Gallery intended to showcase the Constitution of India and important elements of the country’s democratic and civilisational heritage.
The design symbolically places the Constitution and the people at the centre of Indian democracy.
Parliamentary facilities also include committee rooms, offices, dining areas, lounges, media and communication facilities and support spaces for the two Houses.
9. Six Gates of Parliament House
Current Parliament information identifies six entrances named after real and mythological creatures. Each gate carries a symbolic message connected with governance and Indian culture.
10. Indian Art, Materials and National Symbols
Contributions from Across India
The building incorporates regional arts, crafts, textiles, stonework and architectural traditions from different parts of India.
The rooftop carries a bronze National Emblem of India. Government information gives its height as 6.5 metres and weight as approximately 9,500 kilograms, supported by a steel structure weighing about 6,500 kilograms.
Rajya Sabha: Lotus
Courtyard: Banyan Tree
Rooftop: National Emblem
11. Green-Building and Accessibility Features
Energy Efficiency and Inclusive Access
Government project material describes the new Parliament as a platinum-rated green building designed with resource-efficient technology and energy-saving systems.
The building uses modern environmental systems, efficient lighting and building-management technology, while the compact triangular plan supports efficient use of space.
It is designed to be Divyangjan-accessible, with ramps, lifts, accessible routes and facilities intended to support persons with disabilities.
