The World's Largest Grain Storage Plan in the Cooperative Sector is one of India's major cooperative-sector agricultural infrastructure initiatives. The Government approved the plan on 31 May 2023 to build decentralised scientific storage infrastructure mainly through Primary Agricultural Credit Societies (PACS).

The initiative is important for competitive examinations because it connects agriculture, cooperatives, food security, rural infrastructure, warehousing, PACS, NABARD, FCI and several Central Government schemes. It has gained additional importance for APPSC Group-I, Group-II, Police, Panchayat, Agriculture and other Andhra Pradesh examinations because Andhra Pradesh has emerged as one of the leading States in completed godowns under the plan.

What is the World's Largest Grain Storage Plan?

The programme seeks to develop a decentralised grain-storage network at the PACS and cooperative society level. Instead of depending only on large warehouses located far away from villages, agricultural infrastructure can be developed closer to farmers.

PACS participating in the initiative can become multi-service centres by combining warehousing with activities such as agricultural machinery hiring, primary processing, procurement and Fair Price Shop operations.

The plan is implemented through the convergence of existing Government of India schemes rather than functioning merely as a single standalone subsidy programme. This convergence approach is one of the most important conceptual points for UPSC, APPSC and other competitive examinations.

Major Objectives of the Plan

🌾 Farmer Benefits
  • Provide scientific storage closer to farms.
  • Reduce post-harvest losses.
  • Reduce transportation and handling costs.
  • Help farmers avoid distress sale of produce.
  • Improve opportunities for better price realisation.
🏦 Cooperative Benefits
  • Strengthen PACS economically.
  • Create additional business activities.
  • Support procurement and warehousing.
  • Develop PACS as multi-service centres.
  • Improve rural agricultural infrastructure.

What Infrastructure Can Be Created?

The plan is not restricted only to conventional grain godowns. Depending on project requirements and applicable schemes, agricultural infrastructure may include:

  • Warehouses / Godowns
  • Custom Hiring Centres
  • Primary Processing Units
  • Sorting and grading infrastructure
  • Other agriculture-related facilities
  • Fair Price Shops

Important Government Schemes Converged

The World's Largest Grain Storage Plan is implemented through convergence with several existing schemes. Remember the following four for examinations:

Scheme Full Form / Relevance
AIF Agriculture Infrastructure Fund
AMI Agricultural Marketing Infrastructure Scheme
SMAM Sub-Mission on Agricultural Mechanization
PMFME PM Formalisation of Micro Food Processing Enterprises Scheme
Exam Concept: The Grain Storage Plan is based on convergence of existing schemes. Therefore, do not treat AIF, AMI, SMAM and PMFME as four separate components created exclusively under the storage plan.

At the launch of the pilot project on 24 February 2024, the Government highlighted the vision of creating about 700 lakh metric tonnes of storage capacity over a period of five years, involving an estimated investment of around ₹1.25 lakh crore.

The decentralised approach is intended to create storage and related infrastructure close to farmers through cooperative institutions, particularly PACS.

Role of FCI, WDRA and Other Institutions

Food Corporation of India – FCI

The storage initiative is being aligned with the storage requirements of the Food Corporation of India (FCI). According to the 28 July 2026 official update, FCI mapped around 26.03 LMT of storage requirement across 216 potential locations in 18 States/UTs.

FCI also provided a uniform 9-year hiring assurance for eligible warehouses having capacity of 2,500 MT or more, with a lower threshold of 1,671 MT or more for North-Eastern and hilly regions.

WDRA

Storage facilities under the plan are to follow prescribed technical standards and Warehousing Development and Regulatory Authority (WDRA) specifications. Registration can facilitate the use of the electronic Negotiable Warehouse Receipt (e-NWR) system.

How Can the Plan Help Farmers?

  1. Local Storage: Farmers can access storage facilities nearer to production centres.
  2. Reduced Distress Sales: Better storage can allow farmers more flexibility in deciding when to market their produce.
  3. Lower Transportation Costs: Produce need not always travel long distances immediately after harvest.
  4. Reduced Post-Harvest Losses: Scientific storage can improve preservation of foodgrains.
  5. Strengthening PACS: Storage, processing and other services create additional business opportunities for cooperative societies.
  6. Food Security: Better decentralised storage infrastructure strengthens the overall agricultural supply chain.
